This was announced on October 15, in the Official Gazette of the Republic. The new identity document, which will start being issued in Havana and will gradually spread to the rest of the country, is in keeping with the implementation of the Guidelines for the Economic and Social Policy of the Party and the Revolution, and is the result of the process of technological modernization developed by the Ministry of the Interior, which includes the current identification system. Those persons who now have their Carné de Identidad [identity document] in book format or as a plastic card in good condition are not required to change it, because the new model will not mandatorily replace the documents which are currently in the hands of the population and which will circulate along with the new model. Therefore, we call on the population of Havana, to come to our offices to request the replacement service only when absolutely necessary to avoid unnecessary inconvenience. In the coming days, the mass media will release more information about this important process for which adequate mechanisms are created to address the questions of the population and provide clarification. Colonel Mario Méndez Mayedo, Second Deputy of DIIE, remarked that it is not compulsory to change all identity cards at the start of the process, because the new ones will co-exist with the other versions issued up to now. He also said that the Tarjeta del Menor [identity card for persons under 16 years of age] remains unchanged. He explained that this new format is more durable and safe, because it reduces the chances of identity theft. Photo: Anabel Diaz The new document is a plastic-like polycarbonate card, with dimensions in accordance with international standards. It is similar to a magnetic card. Colonel Mendez Mayedo said that among the features which distinguish the new card are a hologram, micro texts, security patterns, invisible printing, photograph and digital signature, as well as a phantom image of the photograph and machine readable zones with biographical and biometric data. He explained that among the advantages of the new system are the use of advanced technology in data collection and the incorporation of a photography service that will provide a better identification of citizens. The cards will also be made of a stronger material. Mayedo Mendez also said the procedure may be performed in any of the 189 identity card offices in the country regardless of the individual's place of residence. Applicants must pay a 25 Cuban-peso tax when requesting the new card. New cards may be requested when the old card was lost or damaged; also when individuals are retiring from the armed forces, released from prison, permanently changing address, or reaching 16 years of age. According to the Colonel, the tax increase responds –among other reasons– to the benefits of the new format, its durability and the inclusion of the photographic service, which previously had to be done independently at a cost of 20 to 25 Cuban pesos. About the system's operation, Mayedo Mendez explained that fingerprints, face photograph and signature are incorporated in an intelligent database. The system checks that the information does not match that of another person. At the time of identification, the system must confirm that the person is who he or she says they are and who that person is. He said this process is performed fully automatically and runs the search on a database of millions of previously-recorded fingerprints and faces in a few seconds. From now on, the data reflected as face photograph, identity number, name and surname, names of father and mother, home address and other typifying references will be laser-printed. In the future, the implementation of high technology will enable adding voice data, ocular iris and DNA, said Colonel Mendez. The cards will be prepared in the Centro de Personalización, Documentos, Identidad y Viajes [Center for Customization of Identity and Travel Documents], and although they will be made only there, citizens can submit their application in any of the offices the Ministry of the Interior has established all over the country for this and other paperwork procedures. According to the specialists who spoke at the press conference, centralization responds to issues of safety as well as technical and material availability. The first phase of implementation will begin, as already stated, on October 29 at the municipality of Habana del Este and then it will extend to the other territories of the capital (November and December). Next year it will be extended to the rest of the country. "We must keep in mind that the time it will take a citizen to receive its new card is seven days for those living in Havana, and a little more for the rest of the country. For that reason, this process will take place gradually in selected sectors and regions," added Major Alejandro Dieguez Montesinos, Head of Centro de Personalización, Documentos, Identidad y Viajes. "While waiting for the new card we will issue a temporary ID document for the citizen," added Captain Agdarys Morales Cordero. Dieguez Montesinos said they are working closely with the Ministry of Justice, because there are several procedures the population carries out for which a birth certificate is required. With this new identification card it could be possible to carry these out [without the birth certificate] given the security guarantee the new ID card offers. Centro de Personalización, Documentos, Identidad y Viajes During the press conference, the specialists gave an overview of the background of these changes which are the result of the technological modernization strategy conducted by the Ministry of the Interior. They reiterated that the current office hours for the procedures related to the identity card will not suffer variations. They drew attention to the little use made today of the afternoon session, as most users go in the morning, thus causing unnecessary crowding. During 2013, one million 300,000 Cubans carried out procedures in these offices and 25% of them did so in Havana. |

A partir del próximo 29 de octubre se pone en
vigor la implementación de un nuevo Carné de Identidad, que da
cumplimiento a la Resolución No. 14 del Ministro del Interior, del
10 de septiembre del 2014, anuncia este 15 de octubre la Gaceta
Oficial de la República.
El nuevo documento de identidad, que comenzará a entregarse por La Habana, para extenderse paulatinamente al resto del país, da continuidad a la aplicación de los Lineamientos de la Política Económica y Social del Partido y la Revolución, y es el resultado del proceso de modernización tecnológica desarrollado por el Ministerio del Interior, que incluye el Sistema de Identificación vigente. Quienes hoy poseen el Carné de Identidad en formato de libro y de tarjeta plasticada en buen estado de conservación no están en la obligación de cambiarlos, pues el nuevo modelo no sustituirá a los que en la actualidad están en posesión de la población, que circulará junto con estos. Por ello, se convoca a la población de La Habana, a acudir a nuestras oficinas, preferiblemente, a solicitar el servicio de trámite en caso ineludible para evitar molestias innecesarias. A través de los medios de comunicación masiva se dará a conocer, en los próximos días, más información de este importante proceso para el cual están creados los mecanismos que permitan atender las dudas y aclaraciones de la población. El coronel Mario Méndez Mayedo, primer segundo Jefe de la DIIE, remarcó que no resulta obligatorio cambiar el documento de identidad desde el inicio del proceso, pues coexistirán las versiones de cada una de las variantes de carné emitidas hasta el momento. Además, dijo, la tarjeta de menor no sufre modificaciones. Señaló que este formato de nuevo tipo resulta más duradero y seguro, pues reduce las posibilidades de suplantar identidades, al tiempo que podrá lograrse mayor integración y agilidad de los trámites en la medida en que el país desarrolle la informatización de la sociedad. ![]() Coronel
