Cuba, the
U.S. and the World of Contracts

I will not be talking about racism and the issue of race. I have written
a good number of texts and discussed the subject in numerous occasions.
I will not do it now, because in my view this is another matter: one
that is fundamental for Cuban society.
U.S. imperialism is the historical and present enemy of the existence of
an independent nation in Cuba and of every process of liberation and
dignified existence for the Cuban people. It has never been possible for
Cuba to have in the U.S. a good neighbor. Since we managed to free
ourselves from their yoke, on January 1st. 1959, until the present, it
has been trying to destroy our socialism of national liberation and
subjugate us again in a systematic way and by all means from the most
criminal to the most subtle. The wonderful awareness we have developed,
the unity and strength we have, have been the most effective wall
against imperialism.
Today, the exchanges and interactions between persons in both countries
have increased, but the imperialist government in the U.S. has not
retreated one millimeter in its aspirations against Cuba. The ominous
shadow of the Joint Resolution of their Congress in 1898 is still there:
“The people in Cuba are and should be…” That is, we [the U.S.] decide
what the people of Cuba are and what rights they should have; their
sovereignty, their state and their free will are unacceptable to us; we
will never forgive them the offense of freeing themselves and the bad
example they gave others; we will never allow them to be free. For the
imperialists that rule the U.S., all of us Cubans are black.
I see with joy all the steps forward and progress in terms of the
relations between the Cubans who, like me, live in Cuba and those who
live abroad. Among these are those who live in the U.S. who are by far
the largest Cuban community abroad. I think it is very positive that
artists, sportspersons and other specialists who live in our country can
perform in the U.S. This would not be news if that country had a less
aggressive behavior and the people in that country who are friends of
Cuba, or simply interested in knowing us, were allowed by their
government to come to Cuba. But at the same time I don’t lose sight of
the fact that American imperialism has always tried to adapt each
scenario to their aggressive determination against Cuba and work
accordingly. There is more than half a century full of known examples.
The New York Times is a huge enterprise in the area of
information and in the formation of public opinion; it is old and
influential and subject to rules in keeping with the conception it has
of its task and role at the service of the prevailing order in its
country and its imperialist foreign policy. In every developed system of
domination, each factor has its area, its methods and its function. To
my knowledge it has never shown any sympathy for the society we are
trying to build in Cuba, but I acknowledge that it is part of the
educated sector of our enemies. This, however, does not make it less
dangerous; it can be a much more efficient vehicle than other media
which do the dirty work when it comes to confusing us, dividing us,
making us fight each other over our problems and deficiencies, as well
as for planting distrust and bad seeds among our friends in Latin
America, the Caribbean and the U.S.
Therefore I am concerned that in the expansion of contracts in growing
relations, they get to include the discussion of our social issues in
the imperialist media. In Cuba, we are living in crucial times of
cultural confrontation between socialism and capitalism. Those of us who
act for the victory of socialism have the duty to act correctly and to
show with clarity the main issues; because in times like these such
issues demand clarity and determination.

Cuba, EE.UU. y el mundo de los contratos

No diré nada acerca del racismo y las cuestiones de raza. He escrito un
buen número de textos y hablado numerosas veces acerca de esos temas, y
lo seguiré haciendo. No lo haré ahora, porque a mi juicio se trata de
otra cuestión, una cuestión fundamental para la sociedad cubana.
El imperialismo de
EE.UU. es el enemigo histórico y el enemigo actual de la existencia
de una nación independiente en Cuba y de todo proceso de liberación y de
vida digna del pueblo cubano. Nunca le fue posible a Cuba tener en
EE.UU. un buen vecino. Desde que logramos quitarnos su yugo, el 1ro.
de enero de 1959, hasta hoy, ha estado tratando de desbaratar nuestro
socialismo de liberación nacional y someternos otra vez, de manera
sistemática y por todos los medios, desde los más criminales hasta los
más sutiles. La conciencia maravillosa que hemos desarrollado, la unidad
y la fuerza que tenemos, han sido el valladar eficaz frente al
imperialismo.
En la situación actual, han crecido los intercambios y las interacciones
entre personas de los dos países, sin que el gobierno imperialista de
EE.UU. haya cedido un milímetro en sus objetivos contra Cuba. La
sombra ominosa de la Resolución Conjunta de su congreso, de 1898, está
ahí: “El pueblo de Cuba es y de derecho debe ser…” Es decir, nosotros
decidimos qué es el pueblo de Cuba y qué derechos debe tener; su
soberanía, su Estado y la voluntad de su pueblo son inaceptables para
nosotros; no les perdonaremos jamás la ofensa de liberarse y el mal
ejemplo que han dado; nunca les permitiremos ser libres. Para los
imperialistas que gobiernan
EE.UU., todos los cubanos somos negros.
Veo con alegría todo lo concerniente a avances y facilidades en las
relaciones entre los cubanos que vivimos en Cuba y los que viven fuera
de Cuba, y entre estos, naturalmente, los que viven en
EE.UU., que forman con mucho la mayor colonia cubana en el exterior.
Me parece muy positivo que artistas, deportistas y otros especialistas
que viven en nuestro país realicen actividades en
EE.UU., algo que no sería noticia si ese país tuviera un
comportamiento menos agresivo, y que a personas de ese país amigas de
Cuba, o interesadas en conocernos, se les permita por su gobierno venir
a Cuba. Al mismo tiempo, no me descuido en cuanto a la realidad de que
el imperialismo norteamericano siempre ha tratado de adaptar todas las
coyunturas a su designio agresivo contra Cuba, y trabajar en ellas. Hay
más de medio siglo de ejemplos conocidos.

es una gran empresa del sector de información y formación de opinión
pública, antigua e influyente, y se sujeta a normas correspondientes a
la idea que tiene de su función y al papel que le toca al servicio del
orden vigente en su país y su política exterior imperialista. En todo
sistema de dominación desarrollado cada uno tiene su esfera, sus maneras
y su función. Que yo sepa, nunca ha mostrado alguna simpatía por la
sociedad que tratamos de edificar en Cuba, pero puedo admitir que forma
parte del sector educado de nuestros enemigos. Eso, sin embargo, no lo
hace menos peligroso: puede ser un vehículo mucho más eficaz que los
medios de comunicación que hacen el trabajo sucio, si se trata de
confundirnos, dividirnos, ponernos a pelear alrededor de nuestros males
y deficiencias, y de sembrar desconfianza y cizaña entre nuestros amigos
de la
América Latina, el Caribe y los propios
EE.UU.
Por eso me preocupa que en la ampliación de los contratos en unas
relaciones que crecen, ellos lleguen a incluir el tratamiento de
nuestras cuestiones sociales en los medios del imperialismo. Estamos
viviendo en Cuba un tiempo crucial de enfrentamiento cultural entre el
socialismo y el capitalismo. Los que bregamos a favor de la victoria del
socialismo estamos obligados a actuar acertadamente y a mostrar con
claridad las cuestiones principales, porque, en tiempos como estos, esas
cuestiones exigen claridad y determinación.
