National Plenary Meeting of the Young Communist League
Breaking
with verticality and just getting along

“It’s
for the Young Communist League (UJC) to prepare for the latest changes
we have made, which are especially beneficial given young people’s
typical nature, methods and styles of work.” Such was the appeal made by
José Ramón Machado Ventura, Second Secretary of the Central Committee of
the Party and First Vice President of the Councils of State and of
Ministers, following the approval of the new Statutes of the youth
organization by the VI Plenary Meeting of its National Committee, held
yesterday here in Havana.
Implementation
of the new Statutes depends on each member’s
personal commitment and sense of belonging.
Discussed in 5,093 selected
cells at grass roots level across Cuba, the new Statutes drew over
12,000 statements and around 4,728 proposals. According to reports, this
is the first time they are put before the membership for such a thorough
revision.
Provincial UJC First Secretary Yuniasky Crespo Baquero underscored the
urgent need to transform the organization’s way of doing from its lowest
levels and the strategic importance that all members be aware of these
statutes. However, the fact that they have been updated does not mean
that we can sit back and relax.
Machado Ventura also urged the UJC to improve its worth, encourage a
more autonomous decision-making process among its rank and file, and
break with the old “buck-passing” habits without waiting for vertical
decisions stemming from the National Committee, which only leads to a
much too easygoing attitude toward life. Furthermore, he referred to the
pressing need for more integral leaders and a larger membership. “It’s
not about there being more of you just for the sake of it; it’s a matter
of calling upon all youths and getting them involved in the
organization’s activity, because youth is all young people, not just the
UJC membership.”
A message sent by Antonio Guerrero, read to the plenary meeting,
highlighted the Cuban hero’s confidence that the Cuban youth will be
able to do their duty in the present circumstances. A heartfelt reply
made it clear that the UJC will not let up in its struggle for the
release of the Cuban Five, who are currently serving unjust prison
sentences in the United States for their fight against terrorism.
The new draft Rules of the UJC will be submitted to the members for
discussion within the first four-month period of this year.

Romper con el verticalismo y el acomodamiento

Corresponde a la Unión de Jóvenes Comunistas (UJC) prepararse para los cambios que se han propiciado y que son más beneficiosos por el carácter propio de la juventud, por los métodos y estilo de trabajo de los jóvenes. Fue la convocatoria del Segundo Secretario del Comité Central del Partido y Primer Vicepresidente de los Consejos de Estado y de Ministros, José Ramón Machado Ventura, tras la aprobación de los nuevos Estatutos de la organización juvenil durante el VI Pleno de su Comité Nacional, efectuado ayer en esta capital.
Poner
en letra viva los Estatutos de la UJC depende del compromiso y el
sentido de pertenencia de cada militante.El proceso de consulta de los Estatutos se efectuó en 5 093 organizaciones de base, seleccionadas a nivel nacional, que generó más de 12 mil planteamientos y se formularon unas 4 728 propuestas. Según trascendió, esta es la primera vez que se hace una revisión tan exhaustiva de los Estatutos.
Yuniasky Crespo Baquero, primera secretaria de la UJC en el país, dijo que urge revolucionar la vida interna de la organización desde el comité de base y resulta una misión estratégica que cada militante conozca sus Estatutos. Pero no se puede pensar que, como estos se actualizaron, el trabajo está hecho.
Machado Ventura instó a la UJC, además, a lograr una militancia superior, con mayor autonomía en las decisiones que le competen al comité de base, rompiendo con el acostumbrado "esferismo" y sin esperar indicaciones verticales desde el Buró Nacional, que solo llevan al acomodamiento. También se refirió al imperativo de la integralidad de los cuadros y de crecer en membresía, "no es sumar por sumar, se trata de convocar y hacer participar de la organización al universo juvenil, porque la juventud no abarca solo a los militantes, sino a todos los jóvenes".
El Pleno conoció el mensaje de Antonio Guerrero sobre su confianza en que la Juventud cubana sabrá cumplir con su deber en el actual escenario, lo cual tuvo una emotiva respuesta de no cejar en la lucha por la plena liberación de los Cinco Héroes injustamente presos en cárceles de Estados Unidos por combatir el terrorismo.
En el primer cuatrimestre de este año se consultará el proyecto de Reglamento de la UJC.
