Venezuela: Paving the Way for a Liberating Education

CARACAS.— On Saturday, President Hugo Chávez enacted the Organic
Education Law during a mass rally attended by Venezuelan students at
the Teresa Carreño Theater in this capital, in contrast to a week in
which opposition groups wanted to entrench chaos to prevent the approval
of this liberating and democratic legislation.

The law was passed on Thursday by the National Assembly, and on Friday,
during a meeting at Miraflores Palace with the students who graduated in
Education and Law by way of the "Fidel Castro" and "Hugo Chávez" courses
of the University of Carabobo, the Bolivarian president announced that
on Saturday he would sign the 56 articles of a law that, he said "it’s
in keeping with the times the country and the continent are living
through".
It deals with substantial changes in the educational system, for the
purpose of including all Venezuelans.
In the presence of Education Minister, Héctor Navarro, and Higher
Education Minister, Luis Acuña, the head of state explained that the new
legislation will pave the way for a liberating education that will put
an end to the backward state culture was in and the traces of
colonialism, while at the same time it will change people’s spirit,
strengthen the revolution, and make way for the creation of the new men
and women of the new society.
These values become evident from the principles enunciated in the Law as
guidelines for education: "life ,love, participatory and central
democracy, coexistence, liberty, emancipation, equality, equity,
independence, sovereignty, peace, solidarity, cooperation, the common
good, social justice, free services, compulsory nature, gender equality,
comprehensiveness, identity, diversity, laicism, public, intercultural,
multicultural, multiethnic and multilingual nature, permanent, without
discrimination, with an ethical assessment of labour, inclusion,
honesty, pertinence, and creative, innovative, critical and ecologist
creativeness".
And these reporters could corroborate all this, when they toured, during
those tumultuous days in Caracas, hamlets and isolated areas of the
geography of the fraternal nation in the state of Guárico: accompanying
in parallel the public educational system at all levels are the
Misiones (Missions), which incorporate adults to classrooms from
literacy teaching to the university, for whom the doors were close to
learning at the moment they needed it.
What are the governing principles promulgated in the Organic Education
Law upsetting an opposition that insists on frustrating at all costs and
by any means possible the development of a people? All of them, I think.
Hence, El Universal newspaper, for example, increasingly follows the
route of disrespecting its application, saying: "The debut of the
Education Law makes the beginning of the school year red-hot", adding
that "The teachers have announced that each classroom will be a trench
against the law". But as eleven opposition parties, united in the
so-called Committee of Democratic Unity, called for a "big
demonstration" for August 22, the students that accompanied the
enactment on Sunday and many more at schools, are preparing to
counteract the venom of the opposition.
But a law has to be accompanied by actions. Otherwise, it becomes a dead
letter. In spite of what terrorist media may say, President Chávez has
approved 2 billion bolívares fuertes (Venezuelan unit of currency) for
the education sector, 600 million of them destined to finish the
construction and fitting out of 429 schools and high schools; 200
million for the comprehensive attention of children and families; and
1.2 billion for the school diet, which will cover 70% of all children
going to classrooms at official centers, up to secondary education.
Added to this, is the beginning of Project Canaima, which will equip
schools with computers.
Chávez defined this moment of the revolutionary wonder as follows: "If
the middle class is complaining it is because the new educational law is
good, because it opens the door of knowledge to the poor, to those who
have always been excluded, so they can have access to real education.
On Monday, "a day of victory and birth", as the President described it,
the Organic Education Law was circulated in the Official Gazette of the

Venezuela abre el camino a la educación liberadora

CARACAS.—
El sábado, el presidente Hugo Chávez promulgó la Ley Orgánica de
Educación, en acto multitudinario del estudiantado venezolano en el
Teatro Teresa Carreño, de esta capital, en contraste con una semana en
la que grupos de la oposición quisieron entronizar la guarimba, el caos,
para impedir la aprobación de esta legislación liberadora, democrática e
incluyente.
Para
perpetuar la sonrisa feliz de quienes fueron los excluidos de siempre.
Centenares de jóvenes entusiastas que colmaron el auditorio le dieron su
apoyo, como ya lo habían hecho en sus ciudades y poblados, como parte y
protagonistas imprescindibles en una gran batalla contra la campaña
obstruccionista, aupada en todo momento por televisoras, periódicos y
emisoras radiales que en Venezuela se empeñan en mantener el terror
mediático.
Esa prensa vocera de la burguesía que siente removidos los cimientos en
que fundan su explotación de los venezolanos más humildes, esgrimió
primeramente un argumento falaz, repetitivo de una ignominiosa página
del imperio contra la Revolución cubana: dijo que le quitaría a la
familia venezolana la patria potestad sobre sus hijos.
La
luz del conocimiento ya llega a todos en Venezuela.
Pero la mentira tiene patas cortas y no puede caminar mucho, y larga
nariz, como para que se le vea de inmediato.
La legislación fue aprobada el jueves por la Asamblea Nacional, y el
viernes, durante un encuentro en el Palacio de Miraflores con los
graduados de Educación y Derecho de las promociones "Fidel Castro" y
"Hugo Chávez", de la Universidad de Carabobo, el presidente bolivariano
anunciaba que procedería este sábado a firmar los 56 artículos de una
ley que, dijo, "es digna para el momento que vive el país y el
continente".
Y se trata de cambios sustanciales al sistema educacional, con el
objetivo de lograr la inclusión de todos los venezolanos y venezolanas.
Con la presencia de los ministros de Educación, Héctor Navarro, y de
Educación Superior, Luis Acuña, el Jefe de Estado bolivariano explicó
que la nueva legislación abrirá los caminos hacia la educación
liberadora que romperá el atraso cultural y el coloniaje, a la vez que
transformará el espíritu, profundizará la revolución y dará paso a la
creación del hombre, la mujer y la sociedad nuevos.
Esos valores se hacen explícitos desde los principios enunciados en la
Ley como rectores de la educación: "vida, amor, democracia participativa
y protagónica, convivencia, libertad, emancipación, igualdad, equidad,
independencia, soberanía, paz, solidaridad, cooperación, bien común,
justicia social, gratuidad, obligatoriedad, igualdad de género,
integralidad, identidad, diversidad, laicidad, carácter público,
intercultural, pluricultural, multiétnica, plurilingüe, permanente, sin
discriminación, valoración ética del trabajo, inclusión, honestidad,
pertinencia, creativa, innovadora, crítica y ecologista".
Y estos reporteros pudieron comprobarlo, cuando recorrieron, en esos
días tumultuosos en Caracas, poblados y áreas recónditas de la geografía
del hermano país en el estado llanero de Guárico: al sistema educacional
público en todos sus niveles, le acompañan en paralelo las Misiones, que
incorporan a las aulas, desde la alfabetización hasta la Universidad, a
los adultos para quienes en el momento preciso que debían recorrer esa
ruta de aprendizaje, les mantuvieron cerradas las puertas de acceso...
¿Cuáles de los principios rectores promulgados en la Ley de Orgánica de
Educación molesta a una oposición que se empeña en truncar a toda costa
y por cualquier medio el avance de un pueblo?
Creo que todos.
Así, El Universal, por ejemplo, va trazando el derrotero del desacato a
su aplicación, cuando dice ya que el "Estreno de la Ley de Educación
calienta inicio del año escolar", y agrega que los "Docentes anuncian
que cada aula será una trinchera contra la ley". Mientras once partidos
de la oposición, aglutinados en una llamada Mesa de la Unidad
Democrática, llaman a una "gran marcha" para el 22 de agosto, los
muchachos que acompañaron el domingo la promulgación, y muchísimos más
en los planteles, se aprestan a contrarrestar el veneno de la oposición.
Pero una Ley tiene que estar acompañada de acciones, de lo contrario se
queda en letra muerta, y a despecho de lo que digan los medios
terroristas, el presidente Chávez aprobó 2 000 millones de bolívares
fuertes para el sector educativo, 600 de ellos destinados a terminar la
construcción y dotar de todo el equipamiento necesario 429 escuelas y
liceos; 200 millones para la atención integral de la infancia y la
familia; y 1 200 millones para la alimentación escolar, que cubrirá el
70% de todos los niños y niñas que van a clases en los centros oficiales
hasta la enseñanza media superior.
Por añadidura, se pone en marcha el Proyecto Canaima, que dotará de
computadoras infantiles a las escuelas.
Chávez definió así esta coyuntura de la maravilla revolucionaria: "Si la
burguesía chilla es porque es buena" la nueva ley educativa, la que abre
la puerta "a los pobres, a los excluidos de siempre" para que accedan a
una "educación de verdad".
Y este lunes, "día de victoria, de nacimiento" —como lo calificara el
Presidente—, la Ley Orgánica de Educación ya circula en la Gaceta
Oficial de la República Bolivariana de Venezuela
