Accused of mega-fraud in Spain, conman Valladares heads for…Honduras

ARMANDO Valladares, the bizarre Cuban-American “dissident” whom Reagan appointed ambassador to the UN and who was recently involved – in his role as general secretary of the Human Rights Foundation – in an assassination attempt in Bolivia, has recently left this bogus NGO under the pretext of “devoting himself” to the Honduran “cause”.

The veteran “freedom fighter” has a good reason for using the Honduran coup regime smoke screen: he is to appear before a Spanish court for his involvement in a massive fraud, which could lead to his imprisonment or bankruptcy, or both.

The truth is that the multimillion-dollar fraud of which he is accused in Cantabria, Spain reveals his real personality as a conman.

This individual, who was a police officer during the Fulgencio Batista dictatorship in Cuba, suddenly materialized in Spain at the end of 2007 in the guise of a “U.S. investor” heading up a Miami-based international financial corporation, with a proposal for the Cantabrian government for a multimillion dollar investment in a Film City project.

An initiative of the Celtus Cantabrian business group, the development plan proposed to establish a leisure park in a former quarry that the regional government was intending to acquire and hand over to the project, to support the regional economy.

In 2006, Celtus contracted the specialist José Chauffleur in its search for investors. Shortly afterward, Chauffler introduced the “investor” Valladares to the business group as president of the “VFM Investment Group.” Valladares led the financial advisor to believe that his company had the backing of a certain Swiss Capital Corp, an alleged multinational corporation in Florida that would provide up front the majority of the 600 million euros needed for the theme park.

Enthused by the promises of Valladares – who always makes the most of his fame as a “Cuban dissident” and “anti-communist combatant” – Celtus’ investors accepted the deal without bothering to investigate his participation in the venture.

They soon realized that it was a con.

Chauffleur became VFM’s vice president in Europe and took responsibility for personally handling negotiations with the Cantabrian authorities who, in August 2008, awarded management of the project to…Valladares, excluding Celtus completely.

CHAUFFLEUR: FIRST RATE CONMAN

Horrified, the Celtus bosses reviewed the file only to discover the real nature of their delegates.

Firstly, they realized that the “specialist” Chauffleur was a first rate conman. He lied on his CV, which contained totally false information, from his experience as a consultant to well-known corporations to his supposed career as a university professor. Chauffleur is such as expert on business affairs that his assets have been frozen by Social Security, with debts of over 20,000 euros.

Worse still, the only Swiss aspect of the Swiss Capital Corp, located in the Miami district of Coral Gables, is its name and, perhaps, the chocolate consumed by its owners Carlos F. Muñoz and Sonia Moncayo.

In the light of all these indications of a veritable criminal plot to take over, divert and steal a project that was its initiative and property, Celtus has filed charges against Valladares, his accomplices and officials of the autonomous administration implicated in this case, described by Celtus as a “mega-fraud.”

The judge of the Court of First Instance and Instruction 5 in Santander has formally accepted the claims of wrongful appropriation, bribery, influence peddling, fraud and falsification against Chauffleur, Valladares, VFM, “and officials of the Cantabrian government, plus other unknown third parties who may have participated in the commission of the crimes outlined in the complaint.”

Meanwhile, in early April, the Cantabrian government – represented by its president Miguel Angel Revilla – asked the “dissident” Valladares, his buddy Chauffleur, and Muñoz, head of Swiss Capital Corp, to provide the minimum guarantees for executing the project. They never appeared.

VALLADARES: TERRORIST AND FRAUDSTER

It is not the first time that Valladares has found himself in a questionable situation. However, he reached the pinnacle of his extravagancies when Ronald Reagan appointed him U.S. ambassador to the UN Human Rights Commission in Geneva, where he won notoriety for his idiotic remarks.

While facing fraud charges in Spain, Valladares – protected by the pro-yanki inertia of the international press agencies, which have not reported the case – is still playing his role as a “defender of freedom” (the CIA version), by defending Honduran fascists opening fire on the population.

Meanwhile, the Santander Court has formally ordered a Letter Rogatory, asking the assistance of the U.S. Justice Department in questioning Valladares.

Sources in Miami are saying that, faced with the possibility of standing trial, it would come as no surprise if Valladares should decide to disappear in the Central American nation that he is now defending, and begin a new episode in his adventures as a pay rolled “freedom” fighter. Acusado en España de megaestafa,
el farsante Valladares apunta a… Honduras

Armando Valladares, el rocambolesco "disidente" cubanoamericano que Reagan nombró embajador en la ONU y que estuvo involucrado recientemente, como secretario general de la Human Rights Foundation, en un intento de magnicidio en Bolivia, acaba de abandonar esa falsa ONG bajo el pretexto de "consagrarse" a la "causa" de Honduras.

El veterano "combatiente por la libertad" tiene un buen motivo para usar de cortina de humo al régimen golpista hondureño: ha sido denunciado ante los tribunales españoles por una colosal estafa que pudiera provocar su encarcelación o su ruina, o ambas cosas.

Lo cierto es que el fraude multimillonario del cual se le acusa en Cantabria, España, revela su verdadera personalidad de estafador.

Este personaje, quien fue policía bajo el régimen dictatorial de Fulgencio Batista en Cuba, apareció de repente en España a finales de 2007 bajo las apariencias de "inversionista americano" al frente de una sociedad financiera internacional con sede en Miami, para proponer al Gobierno de Cantabria una multimillonaria inversión en un proyecto de Ciudad del Cine.

Iniciativa de un grupo de empresarios cántabros denominado Celtus, el plan de desarrollo proponía ubicar el parque recreativo en unas antiguas canteras que el gobierno regional iba a adquirir y entregar al proyecto, como apoyo a este aporte a la economía de la zona.

En el año 2006, Celtus contrató a un tal José Chauffleur como especialista para la búsqueda de inversores. Pronto, Chauffleur presentó ante el grupo de empresarios al "inversionista" Valladares, presidente de la "VFM Investment Group". Hizo creer el "asesor financiero" que esta sociedad tenía el respaldo de una tal Swiss Capital Corp, corporación de la Florida supuestamente multinacional que iba a adelantar la mayor parte de los 600 millones de euros necesitados para un parque temático de gran envergadura. .

Entusiasmados con las promesas de Valladares, quien siempre hace gran uso de su aureola de "disidente cubano" y "combatiente anticomunista", los accionistas de Celtus aceptaron, sin investigar, su participación en la aventura.

Pronto se dieron cuenta de la trampa.

Chauffleur se convirtió en vicepresidente de VFM en Europa y se encargó de manejar personalmente las negociaciones con las autoridades de Cantabria, las cuales concedieron en agosto de 2008 la gestión del proyecto a… Valladares. Excluyendo a Celtus.

CHAUFFLEUR, UN ESTAFADOR DE PRIMERA

Horrorizados, los dueños de Celtus revisaron el expediente para descubrir la verdadera cara de sus interlocutores.

Primero, se dieron cuenta de que el "especialista" Chauffleur era un estafador de primera. Mintió en su currículum vital, cuyos datos resultaron totalmente falsos, desde su experiencia como consultor con conocidas corporaciones hasta su pretendida carrera de "profesor universitario". Tan "experto" en materia de negocios es Chauffleur que sus bienes se encuentran bajo un embargo practicado por la Seguridad Social, por una deuda de más de 20 000 euros.

Peor aún: la Swiss Capital Corp, radicada en Coral Gables, municipio de Miami, de suizo solo tiene el nombre y, tal vez, el chocolate que consumen sus dueños Carlos F. Muñoz y Sonia Moncayo.

Ante todos estos índices de un verdadero complot de delincuentes para recuperar, desviar y robarse un proyecto que era su iniciativa y su propiedad, Celtus presentó ante un tribunal competente una denuncia formal contra Valladares, sus cómplices y funcionarios de la administración autonómica implicados en este caso que califica de "megaestafa".

El Juzgado de Instrucción 5 de Santander ha aceptado formalmente considerar la demanda por apropiación indebida, cohecho, tráfico de influencias, estafa y falsificación contra Chauffleur, Valladares, VFM, "y funcionarios del Gobierno de Cantabria y demás terceros desconocidos que pudieran haber participado en la comisión de los delitos objeto de denuncia".

Mientras tanto, a principios de abril, el Gobierno de Cantabria, representado por su presidente, Miguel Angel Revilla, ha solicitado al "disidente" Valladares, a su socio Chauffleur, así como a Muñoz, el dueño de Swiss Capital Corp, los avales mínimos para la ejecución del proyecto. No aparecieron.

VALLADARES, TERRORISTA Y FARSANTE

No es la primera vez que Valladares se encuentra en una situación equívoca. El colmo de sus extravagancias, sin embargo, lo alcanzó con su nombramiento por Ronald Reagan como embajador imperial en la Comisión de Derechos Humanos de la ONU, en Ginebra, donde se hizo famoso por sus disparates.

Cuando en España se le acusa de estafador, Valladares —protegido por la inercia pro-yanqui de las agencias de prensa internacionales que no reportan el hecho judicial— sigue en su papel de "defensor de la libertad" versión CIA, defendiendo a los fascistas hondureños cuando abren fuego contra la población.

Mientras tanto, el Juzgado de Instrucción ha ordenado formalmente una comisión rogatoria que pedirá al Departamento de Justicia de EE.UU. interrogar a Valladares.

Fuentes en Miami señalan que no sorprendería a nadie que Valladares, frente a la perspectiva de ser enjuiciado, escoja desaparecer en la nación centroamericana que ahora defiende, un nuevo episodio de sus aventuras de luchador remunerado por la "libertad".
